I've been to Chickahominy WMA range several times and enjoyed shooting without someone looking over me, the ranger comes by once in a while but not often. The rules state only paper targets, but I have seen others shooting watermelons, bowling pins and such there. No one complained. They don't allow pistols there tho, and range is limited to 100 yrds.
